          <h1>Fund allocation criteria redefinition shifts Central function and removes provisions for specific-state fund release and state shares.</h1> The Bill substitutes clause (iv) of section 10(1) to require formulation of criteria for allocation of funds for development and maintenance of State road projects, including inter-State and economic-importance projects. It omits clause (v), removing the provision for release of funds to States for specific projects and monitoring of such projects and expenditures, and omits clause (vii), which provided for allocation of a share of funds to each State and Union territory specified in the First Schedule.
