Anti-circumvention for countervailing duty may allow extension of duties to substitute or altered imported articles. Where the Central Government, on such inquiry as it considers necessary, is of the opinion that circumvention of countervailing duty has taken place by altering description, composition, import form, country of origin or in any other manner rendering the duty ineffective, it may extend the countervailing duty to such other article also.
