<h1>Amendment to Customs Act: Section 110 now allows custody of seized goods to owner and provisional bank account attachment.</h1> Clause 73 of the Finance (No. 2) Bill, 2019 amends section 110 of the Customs Act. It replaces the existing proviso in sub-section (1) with two new provisos, allowing the proper officer to give custody of seized goods to the owner or beneficial owner when physical possession is impractical, under certain conditions. Additionally, a new sub-section (5) is introduced, permitting the provisional attachment of bank accounts by the proper officer for up to six months to protect revenue or prevent smuggling. This period can be extended by the Principal Commissioner of Customs or Commissioner of Customs for another six months with written justification.
