Board power to overrule recognized body's decisions preserves regulatory control over actions and penalties in enforcement. The Board reserves a supervisory power to alter, modify and overrule any decision, action or penalty imposed by the body or body corporate recognized under regulation 14, thereby preserving regulatory control and enabling review and change of measures taken by the recognized entity.
