Registration of charges: amended deadlines and registrar discretion permit late registration on application and prescribed fees. Amendment revises section 77 to permit the Registrar, on application and on payment of prescribed additional fees, to allow late registration of charges: an extended transitional period applies to charges created before commencement, a shorter initial period applies to charges created after commencement, and where initial periods lapse specific further extensions and ad valorem or differentiated fees may be required.
