Notice validity protection preserves operative instruments if they conform in substance with the Act's intent despite technical defects. A notice, summons, order, document or other proceeding under the Act is not invalid solely for mistake, defect or omission if, in substance and effect, it conforms with the intent and purpose of the Act, thereby preserving enforcement steps that are substantively compliant and curing technical deficiencies.
