Cognizance of offences requires prior Central Government sanction; government must grant or refuse sanction within a prescribed period. No court may take cognizance of the specified offences except with the previous sanction of the Central Government; the Central Government must, by order, either give sanction or refuse to give sanction within ninety days of receipt of the request.
