Power to remove difficulties permits executive orders to address implementation issues, subject to publication and parliamentary laying. The Central Government may, by order published in the Official Gazette, make provisions not inconsistent with the Act to remove difficulties in its implementation; no such order may be made after two years from commencement, and every order must be laid before each House of Parliament as soon as may be after it is made.
