Notification of a Special Economic Zone must be guided by: generation of additional economic activity; promotion of exports of goods and services; promotion of domestic and foreign investment; creation of employment opportunities; development of infrastructure facilities; and maintenance of sovereignty and integrity, state security, and friendly foreign relations.
