Computation of time: deadlines exclude the start day and extend to the next working day when they fall on closed days. Periods running from a specified day, act or event are to be computed exclusive of the commencement day, and if a period expires on a Saturday, Sunday or a day the Commission's office is closed, the act or proceeding may be done on the first working day following that day.
