Repeal and savings preserve continuity of proceedings and rights by treating past actions as under corresponding new regulatory provisions. Regulation 57 provides that the prior general regulations are repealed on commencement, but actions, proceedings, decisions, inquiries, investigations and any rights, privileges, obligations or liabilities arising under the repealed regulations remain effective and are to be treated as having been done under corresponding provisions of the new regulations; references to the repealed regulations shall be read as references to the corresponding provisions of the new regulations.
