Proceedings confidentiality rule: Commission may restrict public access based on harm, information inhibition, efficiency, and resources. Proceedings before the Commission are by default not open to the public, but the Commission may direct otherwise for recorded reasons, having regard to potential harm to a party from disclosure, the effect on willingness to provide information, the efficient and proper conduct of the proceeding, and the Commission's resources.
