Delegation of registrar authority: authorised delegates may exercise functions if not below Assistant Commissioner rank. The amendment permits the Registrar's functions under the provision to be exercised by any person authorised by him in this behalf, provided that the delegate is not below the rank of Assistant Commissioner or equivalent, thereby adding an explicit delegation mechanism and a minimum rank eligibility condition for authorised delegates.
