It grants the Central Registrar authority to recover specific dues by attaching the bank accounts of defaulting multi-State co-operative societies. These dues include contributions to the co-operative education fund, the Co-operative Rehabilitation, Reconstruction and Development Fund, and expenses incurred by the Co-operative Election Authority for conducting elections.
