The board may prescribe forms for record maintenance, business commencement certificates, security certificate surrender procedures, pledge creation methods, certificate issuance conditions and fees, rights and obligations of depositories and participants, eligibility criteria for securities admission, settlement terms for proceedings, and any other matters requiring regulatory specification. These regulations must remain consistent with the Act and its underlying rules.
