Removal of difficulties power allows central government to issue orders to remove impediments, subject to time limit and parliamentary review. Section 29 empowers the Central Government to make orders, not inconsistent with the Act, to remove difficulties in giving effect to its provisions; such orders must be published in the Official Gazette, are subject to a statutory time limitation from commencement, and must be laid before each House of Parliament as soon as practicable.
