<h1>Removal of difficulties power lets government issue orders to resolve Act implementation issues, subject to council recommendation and legislative review.</h1> The Government may, on the recommendation of the Council, by general or special order published in the Official Gazette, make provisions not inconsistent with the Act or its rules or regulations as may be necessary or expedient to remove difficulties in giving effect to the Act; such orders are subject to a time limitation from commencement and must be laid before the State Legislature as soon as may be after they are made.
