<h1>Power to summon: authorises officers to compel attendance, production of documents and treats inquiries as judicial proceedings.</h1> Section 70 empowers the proper officer to summon any person to give evidence or produce documents or other things in any inquiry, in the same manner as a civil court under the Code of Civil Procedure, and declares every such inquiry to be a judicial proceeding within the meaning of sections relating to false evidence and obstruction under the Penal Code.
