<h1>44th Amendment: Article 358 revised to clarify Emergency Proclamation conditions and add exemptions for unrelated laws or actions.</h1> The 44th Amendment of the Constitution in 1978 modifies Article 358 by renumbering it as clause (1) and specifying that the Proclamation of Emergency must declare a threat to India's security by war or external aggression. It replaces certain phrases to clarify this condition. A new clause (2) is added, stating that clause (1) does not apply to laws or executive actions unless they specifically relate to an ongoing Proclamation of Emergency. This amendment took effect on June 19, 1979.
