<h1>1978's 44th Amendment Revised Article 356, Limiting President's Rule Duration and Requiring Election Commission Certification for Extensions.</h1> The 44th Amendment to the Constitution in 1978 revised Article 356, reducing the maximum duration for which a Proclamation can be extended from one year to six months. Clause (5) was replaced to stipulate that extending a Proclamation beyond one year requires a national or state emergency and certification from the Election Commission regarding election difficulties. This amendment aimed to limit the central government's power to impose President's Rule in states. The changes took effect on June 19, 1979.
