Power to continue proceedings in absence of a party permits orders on available facts when a party fails to appear. The Commission may continue proceedings and pass appropriate orders when a party fails to appear after notice, and may pass orders based on available facts if a party refuses or fails to provide necessary information or impedes investigation; the Commission may recall such orders if satisfied that the party was prevented from participating or furnishing information for reasons beyond its control.
