Power to issue commissions for examination of witnesses or documents lies with the Commission or Director General, on their own motion or on application, for specified classes of witnesses in India and for witnesses abroad via letters of request. Commissions may cover documents wherever located. A public servant or counsel may be appointed as commissioner to examine witnesses or documents, receive parts of the record and instructions, return the executed commission with evidence, and may examine witnesses and call for documents; the issuing authority fixes a return date and may extend it only for recorded sufficient cause.
