Civil penalties for Aadhaar noncompliance with adjudication, appellate review, and exclusion of civil court jurisdiction. Chapter VIA creates a civil penalty framework for Aadhaar ecosystem entities for noncompliance with the Act, rules, regulations or Authority directions, including failure to furnish required information; penalties may be imposed per contravention with additional daily penalties for continuing failures and may be recovered as arrears of land revenue. The Authority shall appoint an Adjudicating Officer to inquire on Authority complaints, summon witnesses and documents, and impose penalties; appeals lie to the Telecom Disputes Settlement and Appellate Tribunal and, on substantial questions of law, to the Supreme Court, while civil courts are denied jurisdiction over matters assigned to the adjudicatory process.
