Offline Aadhaar verification requires consent, limited use of demographic data, informed disclosure and forbids biometric or number storage. A new provision governs offline verification of Aadhaar numbers: entities must obtain individual consent (or parent/guardian consent for a child), use collected demographic or other information only for the verification purpose, and inform the individual about the nature of shared information, permitted uses, and available alternatives. Entities are expressly prohibited from subjecting Aadhaar holders to authentication, and from collecting, using, or storing Aadhaar numbers or biometric information, as well as from acting contrary to regulatory obligations.
