Refusal of registration prevents an underwriter from acting, though regulator may allow completion of prior underwriting commitments. Refusal to grant or renew a certificate of registration prohibits an underwriter from acting as an underwriter from the date of receipt of the Board's communication, although the Board may, in the interest of investors, permit completion or undertaking of underwriting commitments entered into during the certificate's validity subject to such conditions as it specifies.
