      35/GST-2 - dated - 29-10-2024 - Haryana SGST
      Notification under section 128 to provide waiver of late fee for late filing of NIL FORM GSTR-7 under the HGST Act, 2017.
      Summary: The notification waives the portion of late fee under section 47 for registered persons required to deduct tax at source who failed to furnish FORM GSTR-7 from June 2021 onwards that exceeds twenty-five rupees per day. It further waives total late fee amounts exceeding one thousand rupees and provides a full waiver where the total state tax deducted at source in a month is nil, with the measure effective from 1 November 2024 and superseding the earlier notification except as to past acts.

      34 /GST-2 - dated - 29-10-2024 - Haryana SGST
      Notification under section 148 of the HGST Act, 2017 to specify special procedure for rectification of demand order issued for contravention of section 16(4) of HGST Act, 2017.
      Summary: Notification prescribes a special electronic rectification procedure for registered persons to seek rectification of demand orders that had confirmed wrong availment of input tax credit but where the credit is now allowable under subsequent eligibility provisions; eligible applicants must file the prescribed application and Annexure A on the common portal within the limited window, the original ordering authority shall decide and issue a rectified order promptly and upload summary reporting in prescribed formats, and principles of natural justice apply where rectification adversely affects the applicant.

      33/GST-2 - dated - 29-10-2024 - Haryana SGST
      Notification under section 128A to notify date under sub-section (1) of section 128A of HGST Act, 2017.
      Summary: Notification fixes deadlines for payment to obtain waiver of interest and/or penalty: for persons issued a notice, statement or order the deadline is 31 March 2025; for persons whose tax is redetermined by a proper officer after an appellate direction the deadline is six months from the date of that redetermination order. The notification becomes effective on 1 November 2024 and applies to the classes of registered persons identified in the Table.

      19/2024-State Tax - dated - 22-10-2024 - Mizoram SGST
      Notification under Section 171 of Mizoram Goods and Services Tax Act, 2017 to provide for the sunset date.
      Summary: The Governor appoints 1st April, 2025 as the date from which the Authority referred to in section 171(2) shall not accept requests to examine whether input tax credits availed or reduction in tax rate have resulted in a commensurate reduction in the price of goods or services; the notification takes effect on publication in the Official Gazette.

      Seeks to bring in force provisions of various sections of Mizoram Goods and Services Tax (Second Amendment) Act, 2024
      Summary: The Governor, under the proviso to section 1(2) of the Mizoram Goods and Services Tax (Second Amendment) Act, 2024, appoints section 4 to come into force on the 1st day of October, 2024, and sections 2 and 3 to come into force on the 1st day of April, 2025; notification issued by the Finance Department and signed by the Finance Commissioner.

      To bring renting of commercial property by an unregistered person to registered person under RCM to prevent revenue leakage
      Summary: Amendment imposes a reverse charge on renting of any property other than residential dwelling where the supplier is unregistered and the recipient is registered, shifting tax liability to the registered recipient to capture taxable non-residential rental transactions and prevent revenue leakage.

      Clarification regarding registration of supplier of metal scrap as and when it crosses threshold limit
      Summary: The State Government inserted a proviso excluding persons engaged in the supply of metal scrap from the operation of the earlier departmental notification, so that the notification shall not apply to suppliers of metal scrap classified under the Customs Tariff schedule for metal scrap; this amendment was made on the recommendation of the Council and takes effect from the commencement date specified in the notification.

      Disclosure of expenses, half yearly returns, yield and risk-o-meter of schemes of Mutual Funds
      Summary: Mutual funds shall separately disclose total recurring expenses, half-year returns and compounded annualised yields for direct and regular plans, with AMFI to finalise the half-yearly statement format. A prescribed six-level Risk-o-meter with specified colour hex codes must be used in all digital and polychrome printed materials. Any change in a scheme's or benchmark's risk-o-meter must be notified to unitholders via Notice cum Addendum and e-mail/SMS showing both existing and revised risk-o-meters. These measures take effect December 05, 2024.
