PAN non-compliance may attract penalty; quoting or intimating a false PAN triggers sanctions but requires a hearing. Assessing Officers may direct payment of a monetary penalty where a person fails to comply with PAN quoting or intimation duties, and may direct penalties where a person quotes or intimates a PAN that is false and known or believed to be false; no such penalty may be imposed without giving the person an opportunity of being heard.
