Recovery of costs via distress and sale enables enforcement against a debtor's movable property within local magistrate jurisdiction. Recovery of costs awarded under the prior provision is effected by application to a magistrate who has jurisdiction where the person from whom the money is claimable actually and voluntarily resides or carries on business, enabling recovery by distress and sale of any movable property belonging to that person within the magistrate's jurisdiction.
