The Registrar is empowered to decide whether a person is an agriculturist or non agriculturist, whether a person is resident in a town, village or group of villages, whether two or more villages constitute a group, and whether a person belongs to a particular tribe, class, caste or occupation; the Registrar's decision on these questions is final.
