<h1>Tribunal bench powers: President directs which appeals Benches hear and may authorize transfers between Benches.</h1> A Bench shall hear and determine appeals and applications under the Act as the President may direct. Where two or more Benches work at a headquarters, the President or, in his absence, the Senior Vice President/Vice President of the zone or, failing them, the seniormost Member present at the station may transfer an appeal or application from one Bench to another.
