Rejection of memorandum of appeal: Tribunal may reject or return noncompliant appeals and require proper signing after amendment. The Tribunal may reject a memorandum of appeal not in the prescribed form or return it for amendment within such time as it allows; on representation after amendment the memorandum must be signed and dated by the officer competent to make the endorsement under rule 7.
