<h1>Defective appeal memorandum format and re-submission u/r 7 signature requirement, enabling rejection or return for amendment</h1> The Tribunal is empowered to reject a memorandum of appeal that is not in the prescribed form, or to return it to the appellant for amendment within a time allowed by the Tribunal. Where the memorandum is amended and re-presented, it must be signed and dated by the officer competent to make the endorsement under rule 7, thereby conditioning further processing of the appeal on curing prescribed-form defects and securing proper authentication on re-submission.
