<h1>Tribunal appeal hearing procedure: appellant heard first, respondent only if needed, appellant gets reply right</h1> On the date fixed for hearing, or on an adjourned date, the appellant must be heard in support of the appeal. The Tribunal may thereafter, where necessary, hear the respondent in opposition to the appeal. Where the respondent is heard against the appeal, the appellant is entitled to a right of reply. The operative effect is to prescribe the mandatory order and entitlement in appellate hearing procedure before the Tribunal, ensuring initial hearing of the appellant, conditional hearing of the respondent, and a corresponding right of rebuttal for the appellant.
