Approved Exporter system requires applications, guarantees, legible English origin declarations, audits, penalties, online lists, electronic authentication
A Party may designate exporters as Approved Exporters with unique authorisation numbers subject to application, guarantees, and a written undertaking accepting responsibility for origin declarations. Origin declarations must be legible, in English, on commercial documents and follow prescribed wording identifying the Party of origin; they may be made at or after export. Competent authorities must publish application procedures, maintain lists of Approved Exporters online, audit compliance, monitor authorisation use, impose penalties (including revocation) for inaccuracies, and promptly notify other Parties of withdrawal or discovered errors. Parties must implement electronic authentication systems, with certain Parties using specific signature or reference-number verification methods; one Party's participation is suspended until its mechanism is established.
