Insufficient working or processing excludes originating status for products undergoing only simple, cumulative operations.

Products are not treated as originating goods if they have only undergone insufficient working or processing, including preserving, freezing, packaging, cleaning, simple painting or polishing, sorting, simple assembly, slaughter, or combinations of those operations. "Simple" means activities requiring neither special skills nor specially installed machines, apparatus, or equipment. All operations carried out in a Party on the product must be considered cumulatively in determining whether the processing is insufficient.
