Rules for EUR.1 movement certificates: issuance, verification, retrospective copies, corrections, electronic format and recordkeeping requirements
Movement certificates EUR.1 are issued by the competent authority of an EFTA State upon written application by the exporter or their authorised representative, completed in English and preserving prescribed formatting; exporters must retain and produce evidence of originating status and allow inspections. Authorities must verify origin, endorse date and release the certificate after export; retrospective issuance, duplicates (marked 'ISSUED RETROSPECTIVELY' or 'DUPLICATE') and corrections procedures are specified. Minor typographical discrepancies do not invalidate certificates. Electronic issuance is permitted with secure validation, unique identifiers, scanned signatures/stamps and agreed technical arrangements.
