Transhipment declaration now governs treatment of goods under transhipment by explicit cross-reference in customs clause. Amendment modifies clause (m) of section 111 to extend its operative text to expressly encompass goods subject to transhipment by tying their treatment to the declaration for transhipment specified in the proviso to subsection (1) of section 54.
