Removal of difficulties power enables executive orders to resolve implementation issues, subject to Council recommendation and legislative laying. The removal of difficulties provision empowers the Government, on the Council's recommendation, to issue general or special orders to resolve implementation difficulties, provided such orders are consistent with the Ordinance and its rules, published in the Official Gazette, issued within the prescribed post commencement period, and laid before the State Legislature as soon as practicable.
