Special licence under foreign trade rules permits trade despite IEC suspension to prevent adverse trade impact or treaty breach. Granting of a special licence allows the Director General to authorise continued trade participation despite suspension or cancellation of an Importer Exporter Code where denial would adversely affect India's foreign trade or risk non fulfilment of international obligations; such a special licence is non transferable.
