Prohibition on false declarations bars use of materially false trade documents, and forbids corrupt or fraudulent practices in procurement. Prohibits any person from making, signing, using or causing the making, signing or use of any declaration, statement or document to obtain a licence, certificate, scrip or any instrument bestowing financial or fiscal benefits or to import goods, services or technology, where the person knows or has reason to believe the declaration is materially false; and separately prohibits employing any corrupt or fraudulent practice to obtain such licences, certificates, scrips or to import or export goods, services or technology.
