Conditions attached to any licence, certificate, scrip or any instrument bestowing financial or fiscal benefits require that transfers occur only in accordance with the Policy and that the goods or services or technology covered be the property of the licensee at the relevant time; licensing authorities may restrict disposal, require bonds for compliance, mandate that imported items be new unless stated otherwise, and impose export controls and specific assurances for Indo US technology transfers.
