Non discrimination in safeguard measures ensures uniform application to imports from all ASEAN member states. Safeguard measures under the Rules are to be applied on a non discriminatory basis and, subject to sub rule (9) of rule 5, must be uniformly applicable to goods imported from all other Member States of the Association of Southeast Asian Nations.
