Preliminary findings in safeguard investigations allow expeditious action on serious injury and require public notice to governments.

The Director General must conduct safeguard investigations expeditiously and, in critical circumstances, may record a preliminary finding on serious injury or threat of serious injury. A public notice must then be issued and copies sent to the Central Government, the exporting State, and all other ASEAN member States.
