        Safeguard measure review: Director General may recommend continuation or withdrawal based on necessity and industry adjustment. The Director General may review a safeguard measure and, based on information showing necessity to prevent or remedy serious injury and evidence of positive industry adjustment, recommend its continuation to the Central Government; if no justification exists he may recommend withdrawal.
