          <h1>Public debt management agency to issue securities, manage cash and contingent liabilities under central oversight.</h1> A Public Debt Management Agency shall issue Government securities, maintain and manage the register of holders, and perform functions including collecting and publishing public debt information, purchasing, re issuing and trading Government securities, and other transactions required for public debt management. The Agency shall manage the Central Government's contingent liabilities by developing calculation methods, advising the Central Government, and undertaking transactions to reduce such liabilities or their cost. The Agency shall undertake cash management by collecting cash asset information, forecasting cash needs, issuing and redeeming short term securities, and advising on cash management, while preserving confidentiality of information provided by the Central Government.
