Rules of origin cooperation enables prompt joint investigations, including plant visits and document inspection to prevent circumvention. Contracting States must cooperate to specify inputs in Certificates of Origin and take measures to detect, investigate and, where appropriate, take legal or administrative action to prevent circumvention of the Rules of Origin through false declarations or falsified documents. States shall cooperate, consistent with domestic law, including facilitating joint plant visits, inspections and contacts on a case-by-case basis. A State suspecting circumvention may request prompt consultations to seek a mutually satisfactory solution.
