<h1>Regional Cumulation under SAFTA: Rule 9 Explains Preferential Treatment for Goods with Combined Content and Value Addition Criteria</h1> Rule 9 of the Rules of Determination of Origin of Goods under the South Asian Free Trade Area (SAFTA) Agreement, 2006, addresses regional cumulation. Products processed in a Contracting State using inputs from other Contracting States can receive preferential treatment if: (a) the combined content of inputs and domestic value addition is at least 50% of the FOB value; (b) the domestic value content is at least 20% of the FOB value; and (c) the final product undergoes a specified change in classification at either the four-digit or six-digit level, according to Rule 8.
