        Regional cumulation enables preferential tariff treatment when value content thresholds and tariff classification changes are satisfied. Regional cumulation permits products processed in a Contracting State using inputs from other Contracting States to obtain preferential treatment provided the aggregate content (originating inputs plus domestic value addition) meets a required share of FOB value, the domestic value content in the exporting State meets a minimum share of FOB value, and the final product satisfies the prescribed change in tariff classification at the applicable four digit or six digit level.
