<h1>Rule 12: Goods Must Be Directly Consigned Under SAFTA Agreement; Transit Through Non-Contracting States Requires Justification.</h1> Rule 12 of the Rules of Determination of Origin of Goods under the SAFTA Agreement specifies conditions for goods to be considered as directly consigned from an exporting to an importing Contracting State. Goods must either be transported without passing through non-Contracting States or, if transit through such states occurs, it must be justified by geographical or transport needs. During transit, goods must not enter trade or consumption, undergo operations beyond unloading and reloading, and must remain under customs control in the transit country.
