Wholly produced or obtained: enumerates categories that establish originating goods based on production and sourcing within the exporting state. Rule 5 designates goods as wholly produced or obtained in the exporting State when they fall into specified categories: raw and mineral products extracted from its land, waters, EEZ or seabed; agricultural and forestry products harvested there; animals born and raised there and products from them; products from hunting or fishing there; sea fishing and marine products taken by its vessels and processed on its factory ships exclusively from those products; raw materials recovered from used articles collected there; waste and scrap from local manufacturing; seabed or subsoil products where it has exclusive exploitation rights; and goods produced exclusively from these listed inputs.
