<h1>Rule 23 Review: Anti-Dumping Duties Under Section 9A Can Be Reviewed to Prevent Continued Injury from Dumping</h1> Rule 23 of the Customs Tariff Rules, 1995, concerns the review of anti-dumping duties imposed under section 9A of the Act. Anti-dumping duties remain in force as long as necessary to counteract dumping causing injury. The designated authority can review these duties on its own or upon a substantiated request from an interested party. Reviews must be completed within twelve months and at least three months before the duty's expiry. Anti-dumping duties are generally effective for up to five years unless a review indicates that their expiry would lead to continued dumping and injury. Relevant procedural rules apply to these reviews.
