Anti-absorption investigations: authority may initiate probes and impose provisional assessment with importer guarantees after notifying exporting country. The designated authority may investigate alleged absorption of anti-dumping duty on written application or suo motu upon receipt of customs or other information; applications must include sufficient evidence. The authority must notify the exporting country before proceeding where imports appear to be absorbing the duty. The Central Government may order provisional assessment and require importer guarantees on recommendation. Procedural and evidentiary rules apply mutatis mutandis and the review is limited to re-computation of dumping and injury margins. Investigations must conclude within six months, extendable once for three months in special circumstances.
